No they cant, the dealer cant change anything in the calibration at all for tire sizes. GM hasnt allowed this since around 2012 or 2013. All the dealer can do is flash the ECM with the correct calibration that was assigned to that VIN when the car was built.

The only way to correct for tire size is to either use the Hypertech tire size device or have someone change it using HP Tuners or EFILive. Either way that would cost around $200 at a minimum for the tuning credits to be able to do it.
