(a)when my Warrenty runs out, am I stuck paying for new TC/flushes?
(B)will a future perm fix be applied to my car out of warrenty?

A lot of times if it's a known problem that affects everyone, they will issue a warranty extension for that problem. Even if they don't, your problem is documented and still not fixed so GM could goodwill the repair after the warranty is up. Could. Doesn't mean they will, but usually unless it's well past the mileage they will do the right thing.
