Floor Jack Failure Question

I've got two Harbor Freight Floor Jacks... one of the small aluminum racing jacks, and another "low profile" higher lift unit.

Both jacks worked great for a year or two, and now, the heavier duty of the two gave out on me. It didn't drop my car on me or anything like that, but it quit lifting. I got the back of the car up enough to get the wheels off (barely) and then I could keep pumping (and pumping) without any more lift.

Is this more likely to be a blown seal, which I'm assuming is basically a "throw it away and get another one" repair, considering it's a cheap Pittsburgh jack from Harbor Freight junk.

Or could this be air in the hydraulic fluid that simply needs bled?
