the main reason we do it is for quicker response. For some reason, probably from all the electronics and having extra moisture trapped in from the bullet-proof vest the cars fog up on the inside much more easily than regular cars. Well said! When I worked in K9, the car was never off. It's mostly a judgement call depending on many factors like you said!
