Don't rely on the fact that the engine is not overheating to judge cooling performance. The coolant takes a long time to warm up because there is so much. The fan is more critical for the A/C system, particularly when the car isn't moving. if you notice your A/C blowing warm when stopped at a light, that's a pretty good sign the fan is not blowing.
