I don't know enough about dexos to know if GM is charging a royalty. Maybe, is it a few cents a quart? maybe.
Alls I know is Joe Average pays $50,000 for an expensive XYZ and wants the cheapest longest drain interval oil (note I did not say lasting or working) possible that will pour into the motor.... that is what Dexos IMO is trying to stop.

according to threads on bobtheoilguy forums, it's an initial $4,000 fee, plus 9 center per quart.
if GM was genuinely JUST concerned about the quality of oil, it would just be an initial fee, and that fee would cover the testing of said oil wanting to be "DEXOS certified."
