I have some annoyance in low rpm City driving, the car had the same feeling since stock. I feel that the RPM is jumping up and down while having a steady foot on the gas while cruising. The car doesn't move smoothly i mean it's not harsh at all it just feels weird and annoying. That feeling disappears when the RPM reaches 3k and above.
I really don't know how to explain it or what word to use to describe that feeling.

I would start with a new set of spark plugs and wires, likely you are getting light load misfire.
A copy of your tune and a log of your complaint would also be very helpful.
