I would start by asking what your high and low side pressures are for a given ambient. If I understand this install correctly, you had to open up the AC system. Was it pumped down adequately and recharged by weight? And are the radiator fans working correctly? Bad A/C performance at idle is often a sign of bad airflow across the condenser or undercharge.
Assuming there are no glaring problems with how you put things back together, I would think new compressor or pulley is not the right approach to restoring good performance. You need to get heat out of the condenser. Maybe change the fan blades, install uprated fan motors, or install a bigger condenser in that case.
