They are standard equipment on the ZL1 1LE, Redline and Hotwheel models and are sold as accessories. I’m pretty sure the are legal and have a set on my car.
The dark tail lights are legal.
These blackouts exist in a grey area where it is doubtful you will get pulled over for having blackouts however if you are doing something you should not be doing they could use them as an excuse to pull you over or add them to the fine on your ticket. We have sold several hundred sets of blackout kits in the 15 plus years we have been in business and have not had anyone tell us that they got pulled over for having blackouts on their car.
We say they are for "off-highway use only" to cover ourselves from the finger-pointing that happens so often these days.
