I’m not sure what the exhaust requirement in CA are. If you can find a shop to delete your secondary cats, do it. I honestly don’t think it would affect emissions enough to fail. Next I’ll tell you what I did; I bought a car that didn’t have NPP because I wasn’t willing to spend $900 for an optional GM exhaust, just to take it right back off and pay another $1500 for a NPP compatible exhaust system. I bought a 3” X-pipe, Flowmaster super 10 mufflers, Flowmaster 4.5” tips, all stainless steel. Took it to my local, reputable exhaust shop and had them install it all with 3” stainless pipe. My total cost for everything including install was around $700-750.
The Flowmaster 10’s give it a nice deep tone, I don’t like the “tinnyness” of the stock exhaust. With the secondary cat delete it would get a bit raspier and it would certainly be a good loud.
