No, it is a 95 dB limit, only an issue if you modified though. People all getting bent about it, not a big thing really, unless your car is obnoxiously loud, like setting off every alarm on the block...

Even if the police don't get you, exhaust system checks will be part of NYS inspection, If it is not factory, modified at all, you will fail.
