If I remember right, Corvette also wanted AFM in the engine, so it was a combination of AFM not letting them rev high enough to make their goals, and not meeting mileage goals without AFM.

Besides, no Z/28 exceeded 5.7 liters, until the 5th gen.

That wasn’t Chevy’s rule. That was the class rule. Displacement was increased to 5.7 liters for the 1970 season anyways.
