I had this kit on my 2018 SS 1LE, I also thought it fit poor, cross brace didn't fit as well. After getting it hot you'll have to go back and tighten up the clamps some more. I had issues with it...

i picked up my ZLE in september and didnt notice any bad fuel mileage like that, i do know it was worse than my SS i had before. But that sounds real bad.
id say I was getting 17MPG first...
