That’s an old picture of the ZL1 1LE with a low wing they never used. I’m guessing they were considering the ZR1 route, with a low wing and aero option.

Definitely a ZL1, if it as a Z28 it would most likely carry the same updated SS fascia. Just like the 5th generation when it resembled a track ready post-facelift SS with a more powerful motor in it.
