I used Paypal, but I cant dispute the transaction because it wasn't for goods or services. Had me send it as a friend, live and learn.

Not true. Did you use a CC to pay for it through PayPal? Or did you draft it out of your bank directly?
If you have your CC linked to your paypal account, and that is how the funds were paid, then you have protection through your VISA or Mastercard cardholders agreement. Regardless of you sending it friends and family. All you need to do is call your bank and tell them you used your CC for a purchase, and goods never showed. Same as you doing it witout using paypal. Ask me how I know

Never use friend and family to buy anything here on the form. I bought used turbo kit here and seller wanted me to send money as friend and family. I said hell no I paid $90 extra in fee and I'm so glad I did. He said everything is in working order. Got the turbo with blown seal and the seller did not want to take responsibility. Had to file claim with PayPal to get money for rebuilt
