Tape stuck?

What kind of tape? Was it painters tape, electrical tape, masking tape, duct tape? Different tapes have different adhesives. Like painters tape, fairly easy to remove, duct tape good luck

Oh good lord. I suspect it looks worse than it really is.
Start with the weakest stuff possible and work your way up. Personally, I would start with Goo Gone and a lot of clean microfibers. The Goo Gone Spray Gel took all the adhesive residue off from my old cracked and dry vinyl stripes and they were a real mess. They have an automotive grade one that is safer for paints. Do NOT use anything like a Magic Eraser. It will scratch your paint very bad. Once you get the adhesive off you can compound and polish that area if needed. https://googone.com/shop-categories#automotive

If you can find it 3M adhesive remover works great.

If I had to guess, his rear window was broken and he covered the opening with some duct tape till he could get the window replaced.

Let the goo gone or wd40 do the work to not scratch the paint all up , means lots of time to let the goo gone eat the glue before you wipe it off

Wow that looks like duct tape or that super sticky clear tape.
Start with a wash, see what you can do with that and clay after. Im sure you will need an adhesive remover. I wouldnt be surprised if that did some funky stuff to the clear coat
