Ive also heard it is for insurance/dealer purposes. People post detailed information about mods they have done, racing, etc etc. Then say something happens and they file an insurance claim. An adjuster could look on a popular public forum and see, "hey this guy has a tune, or modded this, or was racing, etc etc." Dont know how big of a deal it is, or if it would happen, but it kinda sounds plausible to me.
