Yes. All included. Sales tax here is 19%. Because I´m selfemployed and use the car at work I get the sales tax back and pay 45.700 Euros.

21,000 rials is not that bad with the options you listed. My car is a basic 2SS with no options other than NPP & navigation which I'm guessing won't work in Oman..
