Smudges on new zl1 rims

I just bought a set of new zl1 rims from AllGMPart99 on here and all the wheels have smudges on them most around the edges. I just got them tonight and tried cleaning with a dab of dawn and some detail spray and it doesn't seem to come off. Can someone tell me if this is normal or are they damaged? I can't feel anything when I run my finger over the spots so I'm sure they can be buffed out or maybe once I get them on I can try some Adam's all purpose cleaner and water.

Is the paint scratched? It looks like you can see the color of the wheel under the black paint

No, there not scratched or at least I can't feel anything. It almost a looks like it would rub off but doesn't.

The OEM ZL1/1LE wheels are painted and scratch easily. I am extremely careful when washing and use polish on them when necessary.

Thanks guys, I tried some all purpose cleaner and it didn't take the smudges out so I hit them with my porter cable and bam gone! Whew!

I use polish with my 3m foam polishing pads attached to my variable speed power drill and scratches are gone pretty easily.
