CA law is pretty specific, any modification to the OEM lighting of the vehicle is illegal, that includes putting a 55watt bulb in place of an OEM35watt.

Technostalgia Tails = illegal
LED side markers = illegal
HID in non-OEM HID housings = illegal
other than yellow front turn signals = illegal

etc.

however what is illegal, what is enforced, and how the officer interprets the law are three entirely different things..

Yea, you have to be much more specific. Inside of a 2010-2013 RS Camaro headlight is high beam, low beam, park, and turn. The 2014 RS added DRL too. It is those functions that are each regulated separately. The OEM's decided where they go and how to execute them.

CA law is so specific that if a road grader turning around on the Arizona border accidentally crosses over it has to be dismantled and carried back over the border and reassembled. To compare any CA law to other states in comparing apples and oranges. I feel for you man but if you order it Chevrolet will put the 55w in the car before you drive it off the lot. So they are OEM equipped and you can drive that way, just keep your receipt to show the nice CHiPpie.

The Pa code on that is pretty clear. Unless it's factory, ornamental lighting is illegal period. Halos around the headlights are ornamental.
Halos are an option added when you get the RS package thus they are factory (or OEM). So they would not be illegal. AS for as modding the lights making them illegal. Phasetek has a cable which lets you change the light colors, So you did not modify the lights you have modified the cabling. But to be safe drive with them on white.

Here in Missouri the Police Departments have almost all gone to the Chargers. Quite a few of the good old boys who drive Chargers have put the blue tint lights into their headlights thinking other drivers will move out of their way as they speed up behind someone because they look like cops. Bad news for them, you can see the actual police lights sitting on the dash and back window panels as well as behind the grille of the unmarked cars. That is why some states say No Red No Blue No Flashing Don't want you to "Impersonate a Police Officer".
