Pretty obvious that the 2017+ ZL1 A10 WITHOUT the 1LE package is the fastest street Camaro that was sold to the public by Chevrolet. Very simple really, the 1LE package for the ZL1 contains features that help road course lap times, but at the cost of higher aerodynamic drag. Same hp with higher aero drag equals slower top speed.
In support of that 312 km/hr (speedometer reading) ZL1 autobahn video, one of the members posted a vid (see below) back in 2017 of his stock A10 ZL1 running 173.9 in the standing mile (176 on the pdr). Knowing that the ZLE running 178.3 in the 2.7 mile video was only going 161.5 in the 1.0 mile run (first video below shows this), it's not difficult to understand that the A10 ZL1 should be quite capable of running 190+ mph with enough distance.
