OEM HID blown off: Ballast or Harness Problem?

I had OEM RS headlights with Gen5diy conversion harness installed (nonRS to RS).

Now the situation in the driver side is liked this:
At DRL: works fine. Both fog light and halo ring On.
At night when running: driver side HID Off, halo still On.
At night when parked: everything(HID,halo&fog) in driver side is off while everything in passenger side is On.

Will be very appreciated if anyone knows it is the headlight ballast problem or harness problem, and how to fix it, I asked couple autoshops nearby and they dont fix lightning. Thanks a lot.

did you find out the problem. I'm installing RS lights now and am having similar issues.
- Passenger side works but HID and Halo on at same time.
- Driver side Halo works but not HID
