Interference type noise (with video)

Hey gents, I have a 2017 Camaro 2ss manual with 6k miles on it. Last week I started to get a interference type sound (car is completely stock). I have turned my phone off, turned the stereo off, doesn't change it. It is hot or miss when it comes on. I recorded a video of it , any of you guys had this issue ? Thanks

Narrowed it down , the noise comes on when I turn on the seat coolers on the drivers side
