Yes they appear to be manufacturer plates for sure since it has an 'M' in the middle and they also appear to be Michigan plates.

Curious as to who are "they?" GM folks I assume or a 3rd party testing group? If they're GM people are these the engineers that designed the cars who take them home to personally test them?

Yes, the people developing the car drive them around to evaluate performance quality and general function as part of the process. This is normal. But up until very close to production, they're limited to driving very rough engineering mules that cannot be evaluated for quality. Other cars are called "IVER", or integration vehicle engineering release...more testers. These are the cars we see in black and white camoflauge and padding.

Towards the end of the process they drive pre-production vehicles that may be produced to nearly final specs in the factory but are not assigned a VIN, and other newer cars called "CTF", or captured-test fleet vehicles. These are basically "loaners" for employees to drive and provide critical quality feedback on everything from noise vibration and harshness to interior fit and finish, as well as driving dynamics. CTF cars are nearly indistinguishable from production vehicles and some get sold as used cars. For this reason, they've got little cult following.

I'm not certain, but I think this black ZL1 could be CTF. It looks (from what we can see) very finished.

While Al and friends are dialing the chassis settings and calibrations in, they could have issued a CTF cars to check on quality simultaneously.

The black ZL1 looks like very much like a production unit or as you referred to as a CTF.

When do you think this car was assembled? Months ago or just recently?
