Steering Issues - Shutter and Shaking

So, some time ago I was having trouble with my car (2010 SS) with steering wheel shake at 65 and bad shaking at braking down about 35mph. I replaced the brakes and had the rotors turned at that time. Shop told me they were down to minimums now. Shortly after changing the brakes, the shaking of the steering wheel above 65mph returned but not at braking. I have been living with it for about 10,000 miles or so waiting to get the money to fix it.

I just ordered new front brakes (rotors and pads) thinking it is a warped rotor. They should arrive tomorrow, now however, a new problem has showed up in the last 100 miles. When I turn the wheel while sitting still or at very low speed, I get shaking in the steering wheel (pulsing?). I checked the power steering fluid and it was at minimum so I added a little. Now it is at max and both problems still exist.

Any ideas?

the shaking above 65mph is either a bad tire or bad balance. it can also be a bent wheel, which I had.

A loose lug nut or a improper balanced wheel

Hi, thanks for the input. I have new tires, new wheels and just balanced. I will lift the front and spin the tires to see if it looks like one of the new wheels is bent. Any idea why I get the shutter in the wheel when turning the wheel when not moving or moving like less than a mile an hour?
