What is This and How Can I Remove It?

I recently washed my car and noticed that underneath the passenger's door on the bottom panel there is this tan-colored concrete-looking gunk. I was able to get a lot of it off near the rear wheel where it was lightly-splattered, but near the front wheel, I can't make any progress. Any ideas?

Soak it with soap and water then use a plastic scraper and try getting it off that way.

I've gotten this stuff on my car before. I also use some tar removal. It helps a little, but be ready to use some elbow grease.

Looks like road marking paint...use plastic scrapper and tar remover

Goof Off - Overspray Remover in a spray can should work well with that. Had to use it on my other vehicle and it worked very well.

The polymeric sand they use for interlocking bricks looks like that.

That stuff sets after it gets wet.

Concrete splatter from the road. Soapy car wash solution can clean up some of this; I would try a claybar with a lube spray, then follow up with concentrated at wash soap with water and a clean sponge.
