I am not referring to the speed limit notifications which the driver sets, I am referring to the speed limit of the road as seen in the pic which OP posted. Look at the bottom left corner of the DIC at the edge of the circular thing...

That does indeed require nav, the navigation has the speed limit information built in for roads, so that's how it knows what to display.

I waited until 1500 only going above 4k a couple times, after oil temp was up. I would recommend an oil change at end of break in, before flogging it. I added a mag drain plug on mine. It pulls hard around 5 to 6k, I still only do it when she's warmed up. Also I turn on competitive mode, in default mode I've had bad throttle lag, but comp mode gives it back.

I waited 500 miles like the C7 requires, I just hit 1500 and I'm gonna drop the oil and replace with 0W40 for the track and change brake fluid. That's really all the manual states about 1500 miles, don't take it to the track before then.

You can still have loads of fun under 4000 RPM. If I was still in my 20 no way I could wait. Now that I'm 48, a little patience makes life a little sweeter.

And I love having the Nav display the speed limit under the speedometer in the heads up display. That will help keep me in check.

No, but the best way to ensure the engine has had plenty of heat cycles is to say 1500 miles.
