Must have the GM removal tool and TIS computer diagnostic system.

A picture might help you see where to pull on. Those silver studs with a ball on the end fit into a rubber grommet on the underside of the cover. Simply gently pull up where they are and slide it towards the front after they are all released. While you have it off, rotate the coolant fill to face up like in the picture, put a rag under it to retain the clip you slide out with a small screwdriver to release the cap that is pushed in with o-rings on it. Fill it to near the top with orange dexcool anitfreeze, recap and recheck to see if it is full after a short engine run a few times. Or buy the GM coolant vacuum refill tool machine.

Perhaps because it was miscalled an "engine cover." It is not an engine cover at all...it covers only the sc.

Does he need the special GM removal tool or can he use the tire iron he is equipped with?

Just an FYI, you dont have to remove the clip to get the cap off. The cap has provisions on it that will open the clip when the cap is turned to the correct orientation. Then just remove the cap.
