It's not so much an OEM issue as it is (or has been) a tech supplier issue. In the early stages of development, proof-of-concept, there were multiple approaches from multiple tech innovators. Some convergence has taken place. Probably more convergence is needed. Similar to EVs where there were initially several different charging protocols. Now there are three (CHAdeMo, CCS, Tesla) and they can be bridged with adaptors. By the time V2V becomes widespread there will likely be just one or two protocols. And if there are two, they should be able to talk to each other.
