They gotta wait for the best and most ideal conditions so the GT will stand a chance of coming close to being as fast as the SS.

Magazines can't test Mustangs unless Ford gives them one. And by the looks of things, Ford isn't very interested in doing that. I wonder why ...

Just for comparison, MT did their comparison in Nov '15, R&T in Dec '15, and C&D in Nov as well. Ford has to be holding back like DGthe3 said.

The big magazines already had cars for "First Drives" though. We also know MotorTrend (based on Jonny Lieberman's Instagram) and Edmunds (based on Carlos Lago's Instagram) has had an '18 GT for some time now.

The Head2Head (SS 1LE vs. GT PP1) video will be out in January (per Lieberman).

Does Ford have some kind of embargo in place on publishing instrumented test data until a specific date?

All manufacturers place embargo's on instrumented tests. As for weather or not it's still currently going on, I have no clue.

Maybe the GT snapped a driveshaft and they're waiting for a new one...

I'm sure theyre still using the same halfshafts they had in the 15-17 cars. They don't like sticky tires whatsoever.

The 18's started to arrive at dealers here in south Louisiana over the past couple weeks. You should start seeing them any day now.
