To answer all of your questions, I am under 25 and have 2 speeding tickets from a year ago, LA they stop you for everything but going back top the topic thanks to all of the positive feed back I got in return and not the ones giving me life advice.

I have a budget around 3k. I have a person that would do the body work and paint for 1k so i need to find the parts pretty cheap

That's quite a bit of damage as far as money is concerned. You need a new core support, condenser, ac lines, radiator, grill, front bumper, hood, headlights, etc. Not to mention potential frame damage.

I don't know how bad off you are with the insurance company, but you might want to reconsider. You're way past 3k.

If you already have 2 points on your record I would suggest using your insurance. You already dont qualify for the good drivers discount. PM me if you have any insurance questions, I do insurance
