If I were to wait until next fall, Chevy is offering what? $4000-$4500 off Camaro's right now for the '16s. If they were to do this for '17s, could you combine that deal AND the Costco discount?

The 10% off is only on select vehicles usually the ones that have been in their inventory the longest. There is no guarantee that you will be able to find a 1LE with the 10% off a year from now. Here is the fine print with that offer "Limited to 18% of select vehicles in dealer stock. 2016 Camaro SS based on MSRP of $45,380. Not available with special finance, lease or some other offers. Take delivery by 8/31/16. See dealer for details." My guess is that with that steep of a discount you would be unlikely to get any other discounts to stack on top of it except for GM card points.

Would I be able to combine it with another offer? Like with me, I graduated college about a year ago and have my diploma. Chevy offers the college discount program as well. Do you think I'd be able to get both applied?

Possibly. In general GM will allow one "private offer" and it won't stack with other offers of the same type. Your recent grad discount would probably fall under the private offer category. However because of how good the 10% off deals are I wouldn't be surprised if they made it so that it won't stack with anything else. I would just go ask a dealer when you are ready to buy what stacks and what doesn't.
