Its like a semi or dump truck with a extra axle, its kept in the up position until you need it load wise, then its lowered. Its kept up to save on fuel when not needed.

Though on big trucks its usually a 3rd axle, 1up for more load 2 down standard.

on this thing...how many dead bodies in the trunk would it take to overload 1 axle?

I remember when I was a kid in the late 70's some people used to cut out a hole on their trunk lids so their dog in the trunk could stick it's head out. It looked so funny.
