Main Gauges are Cloudy / Haze on the inside?

just noticed the other day the main gauges clear covers (speedo / tach) are partially cloudy / Haze on the inside? is or does the clear cover come off easy? is this covered under warranty? looks sort of like what happens when mositure gets in behind headlight lenses.

maybe hit it with the hair dryer? it sort of looks like the haze you get on the inside of the windshield, not the whole lens just patches.
