Install 2 black plastic trim retainers. That's what Fox Chevy did with my mom's old LT. Car had no front plate holder when she test drove it and all and while prepping the car for the sale, they then installed the front plate holder on a car that was going home to PA! When she had to take it in for warranty work she asked them to remove the plate holder and fill the holes being that the car was titled in PA, so they took some black silicone sealer to the holes in the front bumper and installed Black plastic trim retainers on a RJT car.

I like Nevada's rule on the front plate. There, if you don't have a front mount, you aren't required to have the plate. I keep the plate under my front seat just incase I'm asked about it.

This issue has been brought up by Donald Elliott (Rep to the state house for Frederick, Carroll counties) and proven the state would save in excess of 30 million dollars by eliminating the front tag. But yet ya never here of it nor is O'Molly and his croons willing to listen.
