Never notice it burning any oil, and mostly run detergent top tier fuels.

The exhaust tips on my 2010 L99 are always black, and my mileage is 22.2 mpg.

So I think it's normal for these cars.

My LS3 is the same

My tips are the same with 26,000 miles. Have been like that from the beginning but never thought to talk to the dealer about it. My fuel mileage has never been as good as advertised either though. Maybe a catch can would cut it down but I'd also hate to void my warranty over it.

Does that mean you have never cleaned them?
Every time I wash my car I wipe mine out with some paper towels.

The fuel mileage you see on the sticker is determined through a series of tests specified by the EPA. It is best used to compare vehicles when shopping than to expect to actually achieve that mileage. YMMV.

And Lutatt2: Tell your dad it's a hot rod, it's built to blow fuel through.

Now the last time I checked my plugs I could eat off of them they were so clean

Badfinger nailed it. Time for a plug change.

While you're at it also clean out the PCV system. While I can't give you a how to on that, my brother has made a living working on Cadillacs, and he says that the V6 DI PCV systems tend to clog up. That pressure lets oil seeps through the O-rings at the base of the coil pack/plug.

But start with the plug change, DI engines require a clean burn, and you're not getting that right now.

My car is bone stock, and soots up exactly the same. the tips look like that even after I wash the car 40-50 miles later the tips are black.

Clean the tips every time I wash it too. Every week or two depending on the weather.

Mine have always been black from day one and still are. I have never cleaned them either I see no point in doing it.... These cars are set up to run a bit rich as opposed to lean as I understand it.

I wouldn't say mine looks sooty more shiny black if anything to me.
