It reduces speed
if the top speed of the car is actually gear limited. The Camaro is aero-limited, so its not affected unless you do an ultra crazy swap, or are cranking out say twice as much power as stock. And besides that, you'd have to be hitting 180 mph on the streets, and I don't think that even the most reckless street racers do that.
