I don't know what video you are watching...after Jones cuts right..he begins to go down because Mills is on his back.....he supports himself with his right hand on the ground and his legs are still digging......at this point Mills raises his left leg and jumps on his back....after Mills does this..then Jones goes down on the ground....jumping on someone's back and taking them to the ground is not incidental contact....it's Defensive Holding.

I posted both Rules for you...Defensive Holding and what Incidental contact are....not my words...but the NFL's.
