My guess is that the vents are not shut in order provide at least a little cabin fresh air ventilation when the car is moving. Otherwise humidity levels inside could rise and the windows become more likely to fog up especially in the winter or on a rainy day.

That's why you turn down the temperature setting, just like you would if you wanted the fan on and the air coming out was too hot. Same thought process, if it's too warm turn the heat down.
