It is honestly up to the dealer, do they want to make a sale or not. I preordered my camaro and I was able to negotiate to invoice price as opposed to MSRP. Once we agreed on the price, they placed my order and that's about it. So it's always worth trying to negotiate with different dealers. (2 dealers were willing to give me invoice price so I took the one that was closest to me). Good Luck!!
