That's corect , just in time means just that , it cost money to stockpile parts
At plants in CA past and present ( tesla ) for one , they get parts from southern call shipped in containers , sometimes the traffic on I5 gets so bad , accidents or just bad weather, and the plant slows down , just like when Toyota /GM had their operations in the same place a while back
