The 18-wheeler was likely on cruise control, and you just can't expect 18 wheels and 80,000 lbs to be driven like a 4000 lb 4-wheeler. My son drives an 18-wheel box and my son-in-law runs an 18 wheel flatbed. What I hear from them bothers me. What I don't scares me.
I saw no evidence of "medical emergency". If that was the case, why didn't the car driver take to the right side around the 18-wheeler in the first place? Like, go where there isn't any traffic instead of where there is . . . dumbass.

Of course you saw no evidence of a medical emergency you were not in the car. You can't tell why the guy is in a hurry would you like him to tell you to pull over so he can explain why he is in a hurry...? Not trying to start a argument just stating you have no way of knowing.
There also was no lane to the right of the semi for him to pass either.
