Since older cars are exempt from mandates, they could essentially pry off the VIN number from your trade-in and stick it onto a high-tech chassis with a big honkin' new V8, and make all the buyers happy.
If the nannies catch on and make sure that a certain percentage of the car is re-used, they could invent a way to melt down your old car and reform it into the new one.
I'd do it in a heartbeat.
