Whom exactly told you that please? Was it a traffic officer? Not his fault if he is pushed into the vehicle in front of him. He has no control over keeping his vehicle in the spot, he is following the vehicle code by being stopped. The driver causing the accident will be named as "party 1"! Insurance rates still jump up and down.
