Yes, both paint and powdercoat chip - BUT the big difference is that when powdercoat chips, it only removes the tiny spec of material where the rock chip impacted. With paint, that chip usually grows and brings some it's surrounding paint along with it, in due time. Rock chips on paint tend to just be the start of paint flakes.
