The new tensioner does not come with the bracket there is a 13 mm on the bottom of the cylinder there is a Torx bit on the top of the cylinder and then there is a 15 mm on the pulley I assume you...

There is no spring bolt. Only one bolt 15mm on the pulley, one torx bolt and 2 mounting bolts to the block.

When I brought my car to the dealer for this problem a couple of years ago and they said they checked all the ground connections and the problem still existed so maybe it's just a undersized ground...

There are several ways you can route the ground cable. I routed mine under the fuse box so that less of the cable is visible.

I have found a different location to mount the ground cable I removed the bolt from the water pump and added a 1/2" longer bolt to create a stud to mount the grounding cable on.

Yes, you are correct. The tank on the top is full and bottom tank is not when cold. Tank on top has a cap and will not come off.

You cannot turn in clockwise as it has locking tabs. When I turn it counter clockwise it gets so tight I think it will brake.

I completely agree computer-controlled alternators are not necessary and are garbage for charging a battery.
