I thought about using the motor to force it off but then I thought I'd probably be putting too much strain on the motor. Finally, got them both off by prying 2 tabs off as starters.

I had this issue on another vehicle I had. Turned out to be the Canister Evap solenoid sticking shut. As many miles as this beater pig had, the evap line wasn't clogged.
