There is a limited build run of these every year (something like 69) and they are sold on a lottery system. You submit your name and then hope you get a call. You must make a quick decision to buy (within a few days) when you get that call or you are passed by and they move on to the next name.
When you get that call and say "yes I will buy" then you spec your vehicle with the body color and engine configuration you want. I believe there are three engine choices (2 supercharged versions and one naturally aspirated).

These vehicles are not issued a VIN and are not street legal.

Thank you everyone for the kind words. I am going to create a more complete post this week detailing my experience from notification, through spec'ing, to build and pick up. GM has one hell of an awesome program. I will say that I have not run the car yet BUT the guys at the build center said it should somewhere in the 8.4-8.5 @ ~ 162mph trap in the 1/4. Again, I just picked it up two days ago and have been driving back from Michigan so very little seat time but I will say this.....dear God she sounds awesome.
